A Shanghai Police Certificate is a certificate issued by Public Security Bureau states whether an individual has previously been convicted of a criminal offence. If you have convicted a crime, A criminal is created and recorded in a database maintained by China National Immigration Administration (NIA). If you have no convictions, you will receive a Certificate stating that you have no criminal record in China.
You may need a China Police Clearance for a visa application, immigration to another country, or work with vulnerable groups including minors and elderly.
You can apply for a Shanghai Police Check either by going to local Public Security Bureau or nominate a third-party to submit on your behalf. Online submission for criminal checks is not provided at present.
What is a China Police Clearance?
A China Police Clearance shows the criminal you have convicted. Personal details are also shown in Chinese, and it is only valid for 3 months. If you need to get it notarized and translated, be sure to submit it to Notary Public Office within 3 months.
It contains the name of the applicant, Date of Birth, Nationality, Passport Number, the period covered in China. Meanwhile, it offers a two-dimensional code for you to identify its authenticity.
The notarial certificate of non-criminal record has no specific validity period regarding how long it is valid. It only reflects the status at the time it is issued. So, it is at the discretion of the requested organization you are submitting the non-criminal check to as to how long it is valid.



Documents checklist for Police Check
Passports (Copies or Originals)
To request a good conduct in China, you must provide your passport used in China and current valid passport.
If you are currently in Shanghai, original passports are needed. If residing in foreign countries now, copies of passports are acceptable, but a notarized and apostilled Power of Attorney is mandatory.
Temporary residence registration form (TRRF)
A Temporary residence registration form (TRRF) would be helpful as supporting documents.
Authorization Letter if by third party
If you cannot present in person, a Power of Attorney to authorize a third party would be required.
If you are currently in Shanghai, an original signed Power of Attorney will suffice. If residing outside China, a notarized and apostilled Power of Attorney is mandatory.
Steps to request Police Certificate
STEP1: Collect the documents
Normally it takes around 2 weeks to prepare all the required documents and get it delivered to China.
STEP2: Apply at Public Security Bureau (PSB)
Bring all the documents to PSB, fill out the application form (Name, period cover, purpose, passport number). You will get a receipt slip upon completion of this step which indicates the pickup date of the criminal background check. Normally you may collect the police certificate in 3 business days.
STEP3: Submit to Notary Public Office
After you have obtained the Police Certificate, you need to submit it to Notary Public Office for a notarial certificate of non-criminal check if it is to be used in another country. It takes 5-10 business days for notarization.
